What are the laws on neon/LED lights in Kentucky?

I’m trying to find a source for the laws on neon and/or LED ground effects lighting on motor vehicles (not motorcycles) in Kentucky.

I’m in WV, but the laws are similar because my brother lives in KY and goes to college there.

No red or blue, because they are reserved for emergency vehicles, and yellow is blinding.

I think you can basically have pink, purple, and orange, because the neon green is just as blinding as the yellow.

those are the WV laws.
